1. Functions:
- Accounting - Finance Department acts
as a counsellor and help the President to organize and manage
accounting and finance of the University.
2. Duties:
- Making estimation table of budget
and legal incomes and report to Board of Presidents and then the
Presidents shall submit to the Ministry of Construction;
- Analysing accounting information and
data; making approval of solution supporting for administration and
economic and financial decisions of the University for approval of
the President;
- Co-odinating with functional units
to make an expectation for purchasing assets, materials, equipments
according to the plan; making financial payment for cadres, staffs
and contrated labours.
- Collecting and settling accounting
information and data according to objects and contents on the
standard and regulations of accounting;
- Managing and issuing income and
expense from of the budget and legal incomes of the University under
the current regulations; managing cash, accounting documents on the
regulations.
- Inspecting and suppervising
financial incomes, expenses, obligations of receive and debt
payment; inspecting assets use and management and source of assets
founding; discovering and preventing law violation of accounting and
finance.
- Supporting accounting information,
data; making report of income and expense balancesheet, financial
balancesheet under the regulations;
- Guiding professtional skills,
inspecting and synthetizing financial balancesheet of the units with
incomes and business-manufacture units of the University.
- Managing satffs, officials, and
contracted labours of the department under assignments of the Board
of presidents; managing materials facilities, equipments, and
materials assigned by the University in order to execute assigned
tasks.
- Being in charge of or co-ordinating
to participate with relevant units to implement other duties under
the President's assignments;
